Baseline Survey on Integrity in the Ugandan Water Supply and Sanitation Sector
This report presents the results of a Baseline Survey on Water Integrity for the Ugandan Water Sector commissioned by Transparency International (TI), on behalf of the Water Integrity Network (WIN) in February 2009. Winsor Consult conducted the study under the supervision of the Water and Sanitation Programme (WSP) of the World Bank-Uganda and WIN. Study results present experiences and perceptions of the levels of integrity or the lack thereof in the water sector in Uganda by seven key stakeholders/ respondent categories; rural water consumers, urban water consumers, District Local Government staff, Water Authority members, Contractors, National Water and Sewerage Corporation staff and Private Water Operators. The survey was mainly quantitative, using pre-coded questionnaires and administered on respondents drawn from the fours regions of Uganda namely Western, Eastern, Southern and Northern. The study was conducted in the eight districts which included; Masaka, Mubende, Kabarole Mbarara, Jinja, Tororo, Lira, and Arua. The English version of the questionnaire was translated in five major languages of spoken in the study districts viz;
Luganda (Central Uganda)
Swahili (Northern Uganda)
Ateso (Estern Uganda)
Luo (Northern Uganda)
Runyakitara (Western Uganda)
